I've got no problem with people who smile a lot, as long as I think it's genuine.

I don't usually worry about whether I smile too much in public, though I do get embarrassed if I start laughing with no obvious reason......I often find my own thoughts amusing but too obscure to be worth sharing, and I often laugh when I discover I'm right about something.

So I guess with smiling I don't see any hard social limit on it, except at a funeral or other sad occasion, but the rest of the time I don't see why it should annoy anybody. Maybe if you stare at people too long while you smile, that could unnerve them, but I suspect that it's the staring that does it, rather than the facial expression. If you frowned at them for as long then they'd probably feel even worse.

Laughing is probably a bit more dangerous, as people can easily think you're laughing at them if they can't see what you're really laughing at. Which kind of suggests that people in general don't have much self-confidence, otherwise they wouldn't be so touchy about it.
