I think involves making an L with your index finger and your thumb (either left or right hand), placing it against your forehead, and moving it away from you.

No, that's the "loser" hand gesture. The 'tard gesture is when they put their hand up to their chest and loosely slap the side of their hand against the chest.

NTs tend to misread mental retardation, they apply it to people who do not meet their "normal" criteria, however, someone with MR who has decent social skills will not be seen as MR, just "dumb, but likable.

Then don't worry about them. It's like me asking those NT's why they can't understand quantum mechanics because it's so much easier for me than the social skills. That's not sarcasm, I've been trained as physicist and earlier on in my childhood I used to read up on and understand some advanced scientific concepts before I started getting better at social skills. The point is, if they can't understand our point of view that we find social skills more difficult, then why worry about theirs.

That brings a whole new perspective to the topic, though it's still not a nice thing to do to anyone. I've had quite a few people do that to me after watching me obsessively organizing something or throwing away some food because eating it would mean an uneven amount of bites.

I have nothing against the hand flapping stim, itself. It's people who feel that they have to make fun of it, when they see me coming in their direction. That, and people, who make themselves sound like Rain Man, when they make fun of me. That hasn't happened, since 2003, though, but I did find it annoying.
