The point of the scheme is to provide free access to a carer/helper who should be in a position to assist the disabled customer as required. In the case mentioned above the blind girl is considered the customer, and the grandfather the carer.

If a disabled person goes by themselves then there is no carer requiring a free ticket, they may still get a discount due to their disability but not completely free access.
