When the majority is faced with a minority that's at a disadvantage, what do people historically do? They tend to brush it off and marginalize the group until after blood shed or protest, they're forced to incorporate them somehow. If they NEEDED to they would have done so by now. I see what you're saying, that doing so would have certain benefits, but they don't need to.
