The same woman has been cutting my hair for well over ten years. I'm quite comfortable with her, so we generally talk about things going on in our lives.
That being said, I think it depends a bit on what you want. I mean, if you don't want to talk, go ahead. I see lots of people getting their hair cut (probably a lot of NTs) and remaining silent. It might feel weird, but, from my experience, it's not uncommon. Also, I think it depends upon the situation. Are you having the same person cut your hair, does it varry between a group of people, or is a different person every time? I can understand you not wanting to converse if it's the latter - though I can in the other circumstances too.
Maybe just try to reduce the awkwardness by just trying to get a conversation going with the person. Ask how they're doing, if they've done anything interesting lately - stuff like that that relates to them. I think anything you can do to get them talking might be good. After that, they might even want to keep the conversation going, taking the pressure off you.
