Yes it might be pretty arbitrary a lot of the time, somebody makes a subjective decision on the chapter headings, and it gets copied. It usually slows me down whenever I have to deal with a thing that's arbitrary. My brain sees it as not entirely real. When I look at a table of contents, I don't see why they chose what they did, and it seems it would be long job taking that structure on board.
