You gave the DICTIONARY definition! The COMMON definition has more with being socially adept, charming, and compelling. That is often OUTSIDE of any office, or church. You can be a charismatic speaker, or a charismatic salesperson, for example. Sometimes, the dictionaries JUST miss the mark! BTW I DOUBT fresco meant the definition you gave!

yes but this application of the word would fall under definition #2. anything with social status or social sway: influence over large numbers of people
