If I'm sleeping and someone did that, I wouldn't throw a book - I'd throw a fit! Answer the freaking phone. If you have the time to bother me TWICE, then that means you are more than able to answer the phone.
So I see not answering the phone as rude and uncaring, unless there is some reason she doesn't want you to answer it.

Ok then. Sounds like she's wanting to screen the calls. Next time it rings, if it's not someone you know - just say once in a voice she can hear that the phone is ringing and it's not anyone we know. I wouldn't repeat it or nothing since I'm sure your Ma isn't deaf. Hopefully you guys have an answering machine. I never answer my phone unless they leave a message. If they don't want to leave a message, then they are not important enough to call.
