People don't like being told what to do, especially by someone who isn't there to enforce it. That would only get more people to rebel by refusing to flush. They wouldn't give a crap (well, they'd actually leave behind a generous, stinking piece of crap) about the public consequences, just like they don't give one about the environment or other collective problems. It's part of their freedom as citizens.
