I wear 3M E-A-R Classic earplugs (I get them from work, so I'm not sure if they're easy to find elsewhere); they block up to 29 dB only, but they work pretty well for me if placed well inside the ear channel; they're also thick enough so that it's safe to introduce them deep within without fearing they'll be stuck inside.
You could also try earplugs + headphones, or noise-cancelling headphones. Alternatively, these http://www.pcwerth.co.uk/store/e-a-rtone-gold-5a-insert-earphones exist too, but they're professional equipment so probably rather expensive and hard to come across.
