It depends on the area. Depends how tolerant the folks around, and their overall social inclination that their culture suggests.

If it's a rather suspicious area, socially extraverted inclination or not, it's best not to approach anyone -- they'd avoid and cast suspicion those who approach them especially strangers. I have to 'gauge' if said stranger is the appropriate person to approach enough for me to ask something.
But just because of caution, that doesn't mean I would be picky to who and how I approach. I could approach anyone I want, but there are things to consider.

If somewhere familiar, chances it may but with moderation. I'd approach any strangers if situation demands it.

Yet overall, I wouldn't approach and initiate with strangers but that doesn't mean I couldn't whenever I feel like it.
