In general, officers of the law are badly mannered and rude. They don't even properly introduce themselves to the person they hold/stop. More humbleness would suit police officers better, because without the overwhelming recources they have at their disposal they are nothing of course. So, yes, Mr Butler should have proposed instead for better education at the police academies. When police officers become more polite and humble, "interactions" with people in general -- not only people with autism -- will become more smooth.
Also, be aware that it is a step closer to wearing a mandatory autism label.
