For some people, it is not about the noise, but how much control they can exert over others. I have the impression that the more a person complains about stuff the rest of us tolerate or ignore, the less likely it may be for that person to feel he or she is in control of his or her own life.

It does to me that's for sure. The idea behind initiating a government operation to target one person via a team of door slammers for the purpose of annoying them with no motives and seemingly no end goal is something out of Monty Python.
In other words the government certainly isn't targeting OP

When I was growing up, I had a literal nightmare neighbour.
So I don't put up with being told what to do (beyond reasonable expectations) by neighbours anymore.
My own family are blunt enough with each other that neighbours don't normally have to bring up reasonable expectations. We tend to tell each other when we're being too loud before our sensible neighbours even notice.

One of my former neighbors used to complain to the landlord that I was always "tromping" up and down the stairwell. After that, I made certain to walk softly, even going so far as to not wear shoes inside the apartment building.
Then she complained to the landlord that I was always "sneaking" around.
Some people just like to complain.

Well in you past posts you have mentioned things like threatening maintenance workers with weapons and threatening to axe people cars. Does it ever occur to you that maybe the feel putting you in a quieter community would freak out the other people. LIke what if another disabled person in the community made noise you didn't like so you go crazy threatening them?
LIke I am sorry but sounds like you have like violent tendencies, so it would probably be quite hard for you to get a protected living situation like that, if it is a concern you will act violently towards the other tenants should you decide they are too loud.
Its not that the loud disturbs you so much but also many people here have suggested ear plugs and such and seems you are completely against that or anything else you could do to make it more tolerable for yourself. LIke you want outsiders to make your life perfect and when they fail to do that you rage like a lunatic. Like get yourself some earplugs you can tolerate or get some over the ear headphones you can listen to music or whatever on while blocking out outside noise when it is more bothersome to you. Try to find other ways to cope with unpleasant noise than going out and brandishing an axe at people in cars. Like I get you have struggles but that doesn't mean you get to threaten and abuse everyone you interact with without consequence. maybe see if talking to a therapist can help any of this IDK but being that crazy abusive person who screams at everyone and branishes axes at people for making noise is not going to gain much sympathy.
