Chronic seizures, albeit mild ones, could easily manifest as Autism. It'd create socially aloof behaviour, as well as interfering with the development of the child. Of note, seizures are quite common in children with Autism.

I had marked seizures, and I was put on Tegretol for months; the seizures went [as they usually do], but I still wasn't talking.

Anyway, those in the video probably have Landau-Kleffner syndrome.
