Is it ok to interrupt people?
No, it's not ok, but unfortunately, I find myself doing it alot. I'll be having a conversation with someone and a thought will come to me and out my mouth it goes, whether or not the other person is speaking. Often times, it's on another subject altogether. Usually, I'll catch myself doing it and apologize, but sometimes I know I'm doing it and it is (for no apparent reason) IMPERATIVE that I get my point across (however trivial it may be). Just one of those things I guess. My friends get used to it.
If, in the situation described in the first post, you need information, it's okay to say, "Excuse me, do you know where the restroom is?" because, apparently, biological necessity is universally understood and you will probably get an amused reaction rather than a nasty look (unless the person you ask is nasty in the first place!) Or you could say, "Hi, I hate to interrupt, but could you tell me..." (information you are seeking). If you are polite, and they react with nastiness, then shrug it off. Not everyone is like that. Most times, people are 'proud' to show off their knowledge, even if it is only to tell you where to go. }:)~
If you are asking about how to socialize with people you don't know, well, the only thing I can say is that to interrupt someone in the middle of speaking is wrong, but if you hang out, wave at them, and they STILL ignore you, move on. There's too many people in the world to worry about any particular person.

If I see two people I know and they are talking to each other, I don't usually interrupt just to say hello. I typically look at their faces. If they look at me, I smile and wave. If they know me, they will usually see me looking in their direction fairly soon so this usually works. This let's them know that I acknowledge them without me having to interrupt their conversation.
I used to interrupt people indiscriminately all the time,without realising that it's counter-productive unless done in a tactful way.It's all about timing,as it helps to first try and make
eye contact with the person who's talking and give them signs that you are listening to what
they are saying,such as nodding your head when appropriate.If they see that you're a good
listener they're more likely to momentarily pause and give you a chance to speak.
Another way is to simply wait until someone hesitates then jump in.As in 'He who
hesitates is er... interrupted'
