The advert is confusing, to me it just looks like random pictures. If it weren't for the YouTube video it would have been hard to guess what was going on in the advert.

Ignore such ads.

They are trying to make us a nation of tattle-tales.

Unless you can observe something that to YOU seems like obvious abuse or other criminal activity, your premature report WILL cause misery to others.

Cops need little justification to put a person into the court system...a system that really does not care about your rights or freedoms.

CPS (child protective services) have Nazi-like powers in many places, and an erroneous report can destroy a family and do irreparable harm to the children you thought need protecting.

These ad campaigns want people reporting each other over the littlest of perceived issues, and that is just wrong.

The meaning is obvious. It is telling you to be very, very suspicious of people who go around wearing T-shirts with "Child Abuser" written on them.
