I get this on my shins and it drives me crazy with the itchy feeling.
One thing I have tried that has been quite successful was an Oat bath. Pretty straight forward, put a cup full of porrige oats into an old (clean) stocking or the foot of a pair of tights and tie it off. Drop it into the bath and run a warmish bath. The oats give off a cloudy film that makes the bath look like it is full of diluted oily milk (bit yukky but smells nice). The oils in the oats are a very good anti-inflamatory and you can also rub the packet against the offending area if you want. If you do this, then you have to let it air dry otherwise you wipe off the nutrients. You will also need to buy a reasonably good quality brand to maximise the oils.
I have read that oats are actually beneficial for mental health, but I'm not able to verify this.
