Does low motivation make people depressed?
I know that depression can cause low motivation, but what about other way around?

I think it's possible. People can be surrounded by (or grow up with) motivation killers - negativists who broadcast toxic messages like "you'll always fail" and the like - depressing the child's natural motivation until it disappears - and the void is filled with the characteristics of depression, such as apathy, hopelessness, seeing no point in anything. It could be that toxic messages/programming = low motivation = depression = lower motivation.

It would depend on how vulnerable the person is to toxic messages; children don't have the defences that adults do, and some adults are resistant to manipulation, though many are not..

What about people who seem to naturally have low motivation from a young age?
Some people have said that they have always had low motivation, or parents have said that it is hard to get their kids motivated to do things they need to do for school or much at all.
What can do they do about their situation, or perhaps they don't want to do anything different at all due to low motivation?

I experience this in my job. The company sets up really contradictory goals and expectations so it feels like you are in a double bind. The irony is, whenever they roll out a new project, they are super encouraging of us to succeed at it.

It just doesn't have the intended effect of motivating people, because most of us know that if you succeed at one this thing, you are going to have low numbers on something else, or it will backfire in some other way. Or sometimes it's just not possible to accomplish what they want, because of a technical or logistics problem, but no one wants to hear about that.

It gets to the point where it feels like an absolute waste of time to try to accomplish anything, and that suppresses motivation. The thing is, I have a lot of inner drive and motivation on my own, and if I don't have a good outlet for it, I start shutting down and I get very depressed.

I'm quite proud of it considering that a year ago I could only swim 10 laps with a fair few breaks, and I couldn't do butterfly at all.
One of my fitness goals for this year is to swim 40 laps of butterfly.

Several people have mentioned teachers, from when they were young.
Which brings to my mind the teacher in "The Wall", when he grabs the book of poetry from 'Pinkie' and reads a couple of lines from the song 'Money' to the class to embarrass him.

I doubt the scene is biographical, but I imagine that happening to Roger Waters as a lad. Had he thought, you know, playing a guitar and writing songs is really 'doing nothing', I must study like the teacher wants me to so I can become an architect someday and design buildings that look like boxes.
