Depends what context but almost all the time it's just friendly socialising. If it was an insult he wouldn't have used such a cliche phrase, people do it all the time. It's like saying "Yo don't all goin dissin mah dawgs yo".
Well that's how it goes down in Aus.
That would depend on body language and tone of voice, and also whether or not da niggas is tight with each other.
My best guess is it was just some teenager getting a thrill out of yelling generic insults at people they don't know. If they did it to the wrong person they could get their ass kicked though.

I'd agree, and chances are this kid has no idea how to curse at all. He's probably repeating something he heard and has no idea how to use it (seems to happen a lot where they watch an R rated movie that likely goes over their heads, but their parents let them watch it anyway . . . probably some insults and scenes they probably shouldnt be seeing either). I think ive heard that insult in a few movies, but they all involved "dark-skinned" gang wars and whatnot (amazing how difficult it is to find a politically correct words for those with different skin tones <sigh>).
