Not neccesarilly. When I was fifteen, I was forced to hang out with this really annoying ten-year-old whom was two inches taller than me. I looked like a typical fifteen-year-old (nice hair, make-up, designer clothes) and people kept thinking the ten-year-old was older than me just because she was taller! And she didn't even have any make-up on or any nice clothes or anything really.
I think in the case of children and young teenagers, people often use height to determine their age. However they use other factors, too. For example if a fifteen year old was short, but was developing breasts and such, then I would probably not consider her younger than a ten year old. It's quite possible that people thought the 10-year-old you hung out with was older than she was.
I hovered around the 3rd percentile for height growing up and therefore was consistently mistake for being younger than I was. However, once puberty showed signs, height wasn't the only indicator of age anymore. I'm still on the short side at 5'1," but people use many characteristics other than my height to guess my age and therefore are usually correct.
I've noticed that people in general think they look younger than they are. When this topic comes up on any of the boards I frequent, including the non-AS ones, most people say they look younger than they are and give various examples throughout their lives. Apparently our society in general is not very good at judging age.
