It's a waste of bucks, and you're forced into sleazy, potentially hazardous situations when you try to obtain pot.

I just want to know what it's like. But unless someone just straight up offers me some for free, I doubt I'll ever go through the trouble of finding it. And since I have no friends I don't think anyone is going to offer me any.
The lease is 12 months. The thing is, I don't want to break the lease, this is the only place I can comfortably afford. I just want my freaking power turned on. The other places I looked at were like half my monthly income just for rent.

Trouble with weed that isn't medical marijuana is that it does come with a connection to a lot of seedy environments, like krafti said. Many of the people who deal weed can often be those involved in other, harder, far more dangerous drugs.
I hope they turn the power on for you soon there. It's great your grandparents are helping you out. You're doing a great job, for what it's worth to be out on your own and working towards your life goals. This sort of stuff (moving) always comes with hiccups no matter how long you've been doing it. A friend of mine recently moved into a house where her internet got stuffed around for three whole weeks, so you're not alone. Something always goes awry in these situations.
It would be extra frustrating and upsetting because here you are, doing your awesome thing and meant to be feeling all great about your new home, all on your own, yay, and you don't have any freaking power. You're doing great. I'm sorry this muck up has made it hard to appreciate just how great you're doing!
I wasn't advocating breaking your lease.
Pot's effects depend upon the individual. Maybe go into Washington, where it's legal, to try it. Don't bring it back to Idaho.
I'd stay the 12 months, then get a better place.
Don't accept any pot from strangers. It might be mixed with worse stuff.

I've never had it before. I still don't understand how people get it. If it's illegal then how do you even ask anyone? And where do those people get it from? I know around here I've heard people will grow them on farmland secretly next to other crops. Free fertilizer I guess.
LOL, weed is everywhere. It's usually pretty easy to recognize other stoners. Also, most people aren't going to be mortified or report you to the cops if you ask if they know where to get a sack. Basically you ask somebody you know who smokes it. Probably a ton of people your age that you know smoke it, they either assumed you knew or purposefully didn't tell you. I don't smoke it but I can easily tell a lot of times who the stoners are. You don't ask a stranger for it, unless he's posted up somewhere. I wouldn't suggest you score that way anyway because not knowing anything about it, you are begging to get ripped off. You can't eyeball anything so they could sell you a crap dime for a sack. You could get sold skank for medical grade.
In other words people get weed just like they do any other drug. They ask people they know who also use the particular drug. For pills it's different. You might have a friend that does pain pills but you like speed so they talk to their pill guy and see if he's got speed or knows where it is. Don't approach anybody in your hood to buy it though. Really. You do not sound like somebody who needs to be dealing with the corner guy.
As for where it's grown, it's usually grown in the woods, on people's land way out, or in grow houses. The medical grade is grown by licensed growers in places where that is legal. Sometimes a home grower will be able to grow medical grade but he can't sell it to a dispensary because he's not licensed. Weed isn't that big a deal either. Yeah they will send you away for growing it or having large amounts but in normal sized places, they rarely do s**t about small amounts. In my town they do though, it's the bible belt, a small town in the rural Deep South, and full of Baptists and prohibitionists so my son got years of probation and spent his 18th birthday doing time for having a little shake in the bottom of a sack. It wasn't even a bong hit - just a tiny bit of shake. In places like where I live, they will do that. It's about the fines and money, not so much about the weed itself. Well it's about the weed itself to a lot of the old people and the church people, but normal folks don't much care.
There is always tons of weed around. If you live in the hood now, you'll probably smell it before long lol. I'm not against it, I'm actually for it. I think it should be legal everywhere and I think it makes most people chill out. I'd reccommend it to anyone, it just makes me paranoid as hell so I don't smoke it. Don't you have friends who get high?

I don't even have friends at all. I had one coworker who was sort of my friend (he also told me he used to be a cocaine dealer). He got fired though. Not for drugs, for not showing up to work.
And I sure as hell am not going to find any weed dealers at the Mormon church. I've been thinking about going to the one near my apartment as it will actually have people my age (instead of all the old people in the little farm town my grandparents live in). It's specifically for college-age kids. But as of now I have no friends other than online. And I don't know about going to church either, because I haven't been what they would call a "good Mormon" for the past couple of years. I haven't done anything bad, I just haven't been following all the rules or going to church. Like the coffee and tea rule (which I find I don't really like those much anyway). I'm so rebellious

If weed was easy for me to get I might try it, I would be curious to see if it would help with anxiety. But since it's not easy for me to get at the moment I'm not going to go out looking for it. My mom says she didn't like it and only had it once, and I find that with things like this I tend to be like my mom. So who knows, I might just not like it anyway.

I once lived in an inexpensive apartment complex with a lot of Mexicans, in Indiana, in a "less good" section of town (I wouldn't call it a 'hood'.) Of course, there can be individuals who are problematic, but our immediate neighbors in the complex were nice. Everybody was pretty much there with the same goals we had - to work, make some money, and live cheaply. Sometimes, they got pretty loud because they really like to crank their music (but it was good music!) and they often had way too many people living in the apartments than they were "supposed" to (management looked the other way - they just wanted the rent paid.) I wouldn't call them rowdy, but just having that many people living in one spot can naturally get loud.
Another time, we lived in a different place in a small New England town and lived in an upstairs apartment in an old house. The neighbors below us (a guy and his girlfriend, both white) were addicted to cocaine. The guy would sometimes work on his car in the wee hours of the morning, squealing the engine at 3AM! Several times, we and all the neighbors around us had to call the police over domestic disputes. They often fought in the middle of the street, which is why the whole neighborhood was woken up. We moved out of there, and one of the reasons is we were afraid he might have a gun, and if he shot it off in a drunken state it might have come through the floor into our apartment.
So, bad neighbors are bad, good neighbors are good, and race has nothing to do with it (which I know you know...) A lot of Mexicans are trying NOT to get into trouble and NOT get noticed, from what I've experienced.
Stay away from pot. If you need help relaxing, there are other non-mind-altering substances that can help which are less expensive, too.
I should also point out something which I find very important:
If people in that church try to aggressively impose their religious ideas on you, ignore them.
Your religion is your business. The relationship between you and God is none of their business.
You get go there to worship communally with people, and for earthly companionship.
People in cults, and who want to indoctrinate you into cults, tend to like to be strong about how they convey their religous beliefs. If they start telling you that some guy is the reincarnation of Jesus or something like that, run for the hills!! !! !
Bleh, weed... The problem with street dealers is that they can make it heavier with tiny pieces of metal like lead. So you think you buy 4 grams but its not actually 4 grams. It's also a great way to crash into the ER.
Here in the netherlands, you can get weed if you are 18 years old.. doesnt mean everyone here is stoned on a daily basis. I never smoked weed.

It should not matter that today is a holiday or that the last two days were the weekend. Being without power is an emergency. Where are these people?
OP, I think you should leave a message threatening to not pay the full rent next month since your place is inhabitable and threatening to call the state housing authority. See how quickly they will respond to that!
Then do it. At this point, they need to be reported. If you were elderly or infirm, this could be a life-threatening situation.

That's exactly what I was thinking. It shouldn't matter that the office is closed, there should be SOMEBODY on call for situations like this. I could maybe understand if I had called in the middle of the night and had to wait till morning or something, but this is ridiculous.
Even considering that I'm not actually in a critical situation, if I was unable to go to my grandparents for the weekend this would have been really crappy. In some ways I'm lucky, because it's actually been pretty warm for February, but it's more the fact that this could have been way different that angers me. It could have been freezing out with no heat, I could have had no family nearby, I would have had no way of cooking food (technically I do have some apple sauce and yogurt, so I wouldn't be starving, but I would be pretty angry).
And in the time that I've been away, all my stuff has been sitting in there unattended. That's a couple thousand dollars worth of stuff I bet. What if someone noticed I was gone and broke the window? There are so many things that would have made this much worse, and could theoretically happen if this is how they deal with emergencies.
The only thing is, even though I'm mad, I don't want to get off on the wrong foot with these people if I'm going to be dealing with them for the next year. I'm just going to expect them to make this up to me when I get a hold of them, and if they are still being dismissive then I will press the matter. As far as I know they haven't even heard my messages, so they might be really sorry about it when they finally hear them. But I feel like they'd be less inclined to be nice if, before getting a chance to talk to me, they hear me being angry and threatening them.
But it looks like I'll have to stay there tonight, I don't have gas money to get to my grandparents' house. They already let me borrow some, I don't want to borrow more.

If you were where I am in New England right now, with record-setting sub-zero temperatures, this would be a critical situation even for someone young and healthy. They have no excuse. Sorry this is still going on. Praying for a quick resolution for you.

This is a truly crappy situation and super irresponsible of them, but it is probably not yet time to report them, since you just moved there, who knows if some miscommunication occurred amongst them, and they thought the electricity is on in your apartment already. But definitely get a different phone number that someone will answer next time there is emergency, like the maintenance guy's cell phone or landlady's cell phone. They owe you that much for your suffering this time.
