You misquoted. It says CAN, stating a possibility that might have a condition or multiple conditions which are: "the more sedating the antipsychotic, the more it lowers the seizure threshold" "low-potency FGAs and ciozapine/at higher dosages" and "30 Depot antipsychotics should not be used in patients with epilepsy because they cannot be quickly withdrawn"

So next time differentiate between an "is-situation" and a "can-be-situation" as the former indicates a fact or a sure statement while the latter indicates a possibility.
