It's a little complicated.
Like with down syndrome, people will have varying levels of ability even though it is the same basic chromosomal issue. However it's still going to be pretty obvious, Prader Willi syndrome's traits especially are likely to be pretty obvious.

I suspect that someone I lived with has Prader Willi, enough that a doctor should be consulted to check. She has the suspicion enough for physical aspects. I've heard of many parents not checking for further diagnosis with medical professionals, so I'd recommend testing for anyone who is suspicious.
