Actually that is true. Until the late 19th century, only people of English, Scandanavian, or German decent were considered white. There was a court case where an African slave was accused of "having relations" with a white woman, but was found not guilty because the woman was Italian and the jury decided that the woman wasn't white.
As to the term WASP, I don't see how it can apply to non-descript Americans of European decent because the term itself: White Anglo-Saxon Protestant. Although I will admit that lately the term has been applied to people who are not Anglo-Saxon. (In the United States, if you were to ask "who were the Saxons," the answer would be "wasn't Zaxon a video game?")
