If dogs are bored, they find something to do. If dogs, pick a fight with someone, it's for a reason and NOT a stupid reason like 'their fur is a different colour than mine'.
Dogs play-fight and the dogs involved know that they are playing. Humans often play to relieve boredom, although play for the sake of play is good.
