In general, we should all try to be more understanding of one another, and gently correct one another when we err socially rather than "cancel" each other.
That said, no, you do not have license to ask women to show you their breasts. OP, do not ask women to do sexual things for you, as a general rule. If you are in a sexual relationship and she has said things like that to you in private, then maybe you can say them to her IN PRIVATE. Do not, I repeat, do not, ask random women anything sexual, that is insanely creepy.
If you want a concrete rule to follow: do not ask women to do sexual things for you. Let the women take the lead (if you are doing minor things like flirting or kissing.)
