We all have innate talent.
In my 20's I was seen as a bit of a bimbo and felt I had nothing to offer the world.
I discovered I could do photo realistic art, and sing perfect pitch. I was also gifted as a child according to my mother but dumbed myself down to fit in.
Those with no talents do have them, they are lying dormant inside of you, to find them, go back to your childhood and remember what made you joyful, whatever that was, it is your talent. If you feel not good enough its because you did not release the talent as a kid and need practice.

the problem is that there is a severe shortage of catalysts with which to stimulate these talents.

The catalyst is you looking back into your childhood if necessary to see what you enjoyed, what you enjoy, you are good at, for instance if you liked drawing but gave it up, when you try as an adult you will be rusty and THINK you are poor at it, but if you motivate yourself to learn you will find that dormant talent awakening.
