Not necessarily.
The ways children react to the environment (or don't) is different from how young NT children interact with the environment.

I have noticed this and followed by it for a while, the case I'm referring to is th eone above, as I've seen many similiar situations.

You are right about that. Every Autistic person either is or has been a child. There is also a connection between Autistic people and humans, and between Autism and breathing oxygen. It seems that every Autistic person breathed oxygen at some point in time. Amazing!

It must mean something!

And if autism is just your brain not progressing after childhood, why are there autistic children? My mother knew there was "something wrong with me" when I was eighteen months old. My brain hadn't stopped progressing. In fact, the reason it was so difficult for me to be diagnosed is because although I had issues throughout my entire childhood, I went through all the normal physical and mental developments. I just had no social skills.

You're on to something there, in many autistics, the brain stops developing at a certain stage/level.
