California- Guardianship Custodial Rights

My friend is a legal adult (over 18) and his mother (psycho) is refusing to give him his paycheck and mail. She claims she has custodial guardianship over him because of his Asperger's.

IS THIS POSSIBLE TRUE?

I assume her parental rights ended when he reached age 18.

If this is true, goddess help us, he wants to remove her as a guardian / custodial person and either have no guardian or appoint his sister effective immediately

I already have a call in to Legal Aid but the coordinator is on vacation.

Advice!?!?!?!?

Well, the question is if she was appointed as a legal guardian over him.

If a court held he was incapable of handling his own affairs (even before reaching 18), it tends to take a court order to reverse it. You'll probably have to get legal aid to help him, but even then, being a guardian should not permit withholding mail.

If she didn't have a court hearing, then she does not have guardianship over him. Also, what is she doing with his mail and paycheck?
