Ah I see there digging out that old "it's not inclusion to create a two tier service" argument so as to excuse them from creating specialist services. So basically even with this legilsation its going to still be a post code lottery if you get a specific service available in your local area that you can access.
Once again, its down to short term monatary investments short term out look short term mentality. No taking into account the long term costs of mental health problems, people on long term benefits and the increased demand on other services.
