Voice Modulation/Volume

In my official psychological report, my evaluator stated that my affect was constricted, and at times my voice modulation and volume seemed incongruent with the situation. I’m not sure exactly what this means?

It means you're either louder or more quiet than would be expected for the overall situation.

It means too loud or too quiet. In my case it's always too quiet because I'm loud enough for my hearing and if I try to speak louder, it's loud for me, like somebody screaming in my ears. The thing that seemed to help for a while was reciting long tongue twisters whilst listening attentively to some simple content.
