Asperger is a neurological challenge present from birth.
Some might view Asperger's to be an associated condition of invisible/almost invisible mild Cerebral Palsy.
There is a business turf war between neurology (the epilepsies) and psychiatry (Asperger/autism).
Neurology has tended to call (badmouth) the epilepsies a disease/disorder rather than a birth defect/whatever.
Psychiatry has tended to call (badmouth) Asperger/autism a disorder rather than birth defect/whatever.

Both neurology and psychiatry have been careless in how they have poorly labeled and stigmatized the many epilepsies/Asperger/autism and so on (my view).
In many ways, both neurology and psychiatry are still calling blacks Negroes today and viewing blacks as disordered due to being the wrong color of skin.
This idea of calling almost everything a disease and disorder goes to the level of the World Health Organization too.
It's not confined to just neurology and psychiatry.
Sometimes Asperger and autism are called developmental disabilities.
