Need some advice [non Autie related]

My old friend,Michelle came to see me the other day[the only friend i've ever had and we're still seeing each other over 15 years on].
She moved to Liverpool on her own last year,as she was offered a security job over there,and now things have gone bad,she told me there was no running water,and she got a bit behind on the rent,the land lord changed the locks when she was out one day-he's kept all of her belongings and gave her labrador pup to the police and her cat to the RSPCA whom had had an acident she's had to give her cat up for adoption as she couldn't afford the £200 charge,she's a good person but isn't the best with animal welfare so it's probably a good thing,but still,shouldn't the landlord have told her?
I'm also wondering...in the UK,is it legal for a landlord to keep their tenants' posessions because the tenant hasn't paid an amount of rent yet?

i don't think so - it would be a different story if bailiffs were involved, but i don't think an individual has a right to do it, unless it's part of the contract signed by the tenant, and even then, i think it'd be dodgy.
however, don't take my word for it - i think it's unlikely, but i'm not an expert in housing law.

Cheers vertivert,it's a lot more than I know about housing! I will see what she says,when I last spoke to her she was at the point of going around with her friends to kick the door down to get the goods back but I told her she'd be the one in more trouble.
