Not too off-topic - again, it could be a sensory issue - if they prefer the feel of something close to their skin and tight rather than fabrics swishing/moving against their legs and skin.
Personally, I tend to like the swishing feeling of a skirt, but as it's cold, end up with over-the-knee socks (I can't wear tights as I don't like the feeling of them falling down, like those above!) which keep my legs warm, but don't have falling-down-on-the-crotch-issues!

I've had so many sensory issues with my legs (including an allergy to all washing powders and liquids other than 1) that I will now just try to ignore them otherwise I'd never do anything else!
I will admit this is very difficult - I used to make them bleed when I scratched them (including in my sleep) and dreamed happy dreams of scratching them with a cheese-grater just to stop the weird tingly sensations on them which is 24-7 and pretty much regardless of what I wear...

Crotch-ety topic
The hanging crotch was always a big problem in the old days before the space age fabric miracle. I used to wear a pair of cut off panty hose to hold up hose that was a let down. I still do this if an old pair starts feeling droopy. I still have that sensory issue.
I had to wear tights as a kid as girls were not allowed to wear trousers to school, unless the girl was some sort of jock. Lucky her.
Jeans that are tight around the waist, thighs and derriere are forgiving for may of us who are a bit more loose skinned due to aging. Gives us that smooth look ( but not for overweight people though, as there is the problem with 'muffin top' syndrome)!
