I have been told that I sometimes stare for inappropriate amounts of time. I have caught myself as well.
It's not that I would try to be creepy, or do it purposefully. It's just that if I finally decide to make eye-contact or look at someones face, it takes me sometimes a good 15 or 30 seconds to actually "see" what they look like. I'm not sure if that makes sense. For example, I would look up and see the shape of the head/face. Then I might notice glasses, and have to process that before I can see the glasses clearly. Then I'll have to concentrate a little on each feature, or I won't be able to see them properly. I can't just glance at someone and see what they look like.
