what is the documents requirements for diagnosing aspergers?

hello. I moved from one state to another and I want to be tested for aspergers and other spectrum disorders. My problem is this, all my medical records and school records are in my previous state. Would I be able to get my medical records sent to me or a psychologist if I called the hospital I was born at or the dr I saw in that state? Or do most psychologists have you sign a release to get those documents? I plan on calling the school board in my old state for those records and also the school b8ard in this state because I squires my GED here.
