Best noise cancelling earbuds?

Do you know of any great noise cancelling / isolation ear buds? Sounds can really annoy me at times. I don't want to continue using white noise because I read that it can damage your hearing.

there's really a limit to how much noise you can cut out. I've tried everything, but here's what I've found works best for me:

there are earplugs used by ppl in the military that are just slightly better than the best ones you can get at a drug store. Then I have a pair of earmuffs (the kind for shooting guns) that I wear over my ears with earplugs. This cuts out most of the noise, but this won't get rid of the vibrations that you feel rather than hear but somehow feel like hearing.

the problem with this is that long term continued use of earplugs can damage your ears. If I don't remember to clean my ears out often enough and if I have to reuse earplugs more than a couple times, my ears get irritated inside and inflamed sort of and I can't wear earplugs at all like this. i wish there were better things.

i've never heard that white noise can damage your hearing. I don't know if this could have anything to do with certain types of white noise, some of which I find annoying. I like "brown noise" the best because its deeper like a big waterfall.
