Insanely happy, but I need some help first...

All right, so do any of you remember my post in the 'Getting to Know You' forum? (I know that probably is not what it is called, but just for demonstration purposes, it is)
Well anyway, I mentioned a service dog and my hopes of receiving one. Because of my good behavior, my parents are now looking into it. We simply must find a suitable organization to go through. We live near Winchester, Virginia, we do NOT have a fenced in yard, and we are looking for something that is not so expensive as some of the places I have seen. There was a FABULOUS place in Pennsylvania (Susquehanna Service Dogs--wonderful. My friend went through them to get his dog) but they are not accepting applications from anyone except war veterans until September 2013! Their organization charged a mere $5000, which was an excellent price. But now we are sunk, and I am sad. I cannot think of waiting for two years to get this dog (the waiting list is a year). I could barely make it as long as I already have!
Oh goodness.
What do I do? Does anyone have any ideas of a place to look for a service dog through.
