You'd have to make pressure if the owner doesn't do anything, though I can't really tell you how, I never dealt with house owners, although often I have heard that forcing them in a way or another is the only way to get them to do something.
Talking about noisy neighbours, sometimes it's our direct neighbour, but luckily not too often.
But they surely take their time mowing their grass or doing any other kinds of noisy work - often early in the morning on weekends when you want to sleep a bit longer and going throughout half of the day. We've also had enough stress with those next door neighbours already due to some incidents and their nasty human nature.
The main source of annoyance of the past months is someone else though.
You should know, at the end of the street we live at is a very friendly person with a nice, quiet car - NOT.
It's a tuned BMW sportscar with an engine as noisy as a lawn mower right next to your ear - just with MUCH more bass. And of course, he can't just start his engine without going "WROOM WROOM" first for more than 10 seconds.
Last time he started his car at 2AM. That came unexpected, I can tell you! That moment I wished my window was closed, but it wasn't and it made me jump. Currently, he is the most annoying one in a radius of 1km.
How are such loud cars even legal!?
