Strong speech and right to the point.
A classic way to try to understand those ,that are just a little bit different, is fitting them into manageable stereotypes, like she described.
Sadly it is a characteristic of human psychology, a result of the need for a structured way of handling situations with other individuals. You have to categorize and recognize "the type" quickly in order to know, what to do.
It is very basic, and I think, Megan has a lot of work ahead of her.

Unfortunately, limitation is the endgoal of most schools and school districts.

This is something I really like about the Down Syndrome community. With only a few exceptions, both parents and self-advocates consistently communicate a message of accepting diversity and resisting exclusion. They don't have the kind of divide between pity-me types and acceptance types that the autism community has.

That's a very strong and powerful speech. I don't feel that anybody should be limited for any reason.
