Yesterday, at a restaurant I was talking to our server as we were about to leave and started walking while saying bye and accidentally bumped into another server. I quickly said, "Sorry!" and then a second time as they walked past, but they did not respond.

What does this lack of response mean?

Could be they were very busy and didn't notice you, could have noticed you but been too focused on what they were doing to respond, could have noticed but didn't care enough to acknowledge you, could have disliked you, probably endless other reasons but that's all I can think of except more unlikely things (e.g. deaf server?).

I would say that the other person was too preoccupied to
even notice you.
