I think he's referring to events organised for people with similar interests or gatherings of specific communities, to which he would relate. Those aren't happening where he lives now.
Moving to somewhere that has almost everything going on, such as London for example, may not be a practical solution in the here and now, but maybe spending a week or a few days there, going to the right places and meeting the right people, could be a positive step.
