I've been moved into a different room at work and it isn't working out thus far. The old room I was in didn't get any sunlight, but it was quiet and better insulated. The new room gets some sun (which is good for my mood), but it's noisy and a little drafty. It's also larger which may also play a role in why I can't focus on work.

I've been wearing earplugs, but they make me even more antisocial than usual. They don't help all that well either. I think the overall atmosphere is to blame--it's too open and drafty. I couldn't get much work done until everybody had left for the evening (no, I don't get paid overtime).

I would just wear a big ski jacket or something, but there's a dress code.

I have no choice as to where I work, so I'm going to have to make this comfortable somehow. Perhaps I could buy a chair that is enclosing like the emperor's chair in The Empire Strikes Back? Maybe I'll have to make one, but I don't have a workshop.

Any ideas will be appreciated.

Cork board absorbs sound nicely. I don't know if that would be an option for you but I thought I'd suggest it...

If cold is an issue, remember that number of layers is more important than thickness of individual layers. Air pockets in between layers of clothing provide the best insulation.

You could buy yourself a parka and wear it all the time.
