When people speak of a "cognitive disability," at least from what I've seen, it usually implies a deficit in what may be termed "basic cognition." It is usually used in association with people who have intellectual challenges.

I have never seen the term "cognitive disability" used within people with IQ's less than 1 standard deviation below "normal" (or 85). People who test above 85 are stated to be "cognitively intact." In other words, they do not have a cognitive disability.

People with Asperger's are often said to have "deficits" in "executive function," rather than basic cognition.

I believe it's a term like intellectually disabled, to describe a person who has more difficulty handling with some cognitive tasks, like by example, handling emotions and such.

I think it's the same as intellectual disability/mental retardation.
