As I've outlined in my " Crying when I die because..." post , to get to go to college to complete the college education I never had the first time around :( - I would likely have to go to other states in the U.S. and , from there , somehow build up community college , etc. (CC) credits to go to a standard four-year residential university (uni)in that area . It is now seeming unlikely that I can do the getting of the credits part in San Francisco .
So , then ~ Where should I go ? I've listed it by state , each state implies nearby states , and that state's other areas , I am assuming that credits I got there in CC would be transferable to state unis within that state , and perhaps a couple of ajacent states .

As much as I love giving people advice, where you might travel seems like a decision that you should make without having Internet strangers vote on it.

What does your gut feeling say?
A lot of times you can go by that.

...It should be pointed out that I am not meaning " travel " as in " a trip ~ from which I will come back to San Francisco " but moving , as in " getting on that 'Hound and leping off at my destination " ~ to be homeless THERE :| .
With the thought that the homeless/going to the hospital track (I'd doubtless run out of the pills I get here in SF even if I take them all with me and I still wear a leg brace and should , if my latest stolen one is replaced , have crutches) ~ Um , taking it from there , go to CC to get credits sufficient to - likely in Fall 2018 - go to uni then :( . That does appear to be the only way it can be set up barring hearing much more encouraging news about how to do it in S.F. as well as not being in a place where the enviromental factors are , I believe , making me sick ! That does appear to be the only way retuning to complete my education , nicely , can ever be made to happen .
About the only advantage of my social position is the ability to have extreme mobility and at least I could take advantage of that :| ...

Bump for all of the people in USA who know things about colleges in the areas that he wants to go to. I don't know anything, so can't offer any information at the moment.

Right now, because you have a roof over your head, I think you should stay in California. Maybe in the near future you and redrobin62 can live together in Seattle, helping eachother in a way. That's just a thought, though.

Thank you, Tobes.

As for redrobin62, since I do not know this person, I will refrain from giving an opinion about Seattle.

...AB ~ CC in Cali is not free .
There would also , frankly , be the cost of the books & tech & general fees-stuff for going to school (It is apparently likely that I could obtain enuff 2 pay 4 a semester of that in grants/whatevva , but I sure could not do that meself and I don't know how long it would take) , not to mention :( my utter inability with much of that stuff - Everybody just expects me to find out how " from someone else " and won't try to help me on that THEMSELF !
If tomorrow were the start of the new semester and I was , somehow , registered and the above all paid for , would I be able to go three times a week across town ?
Health-wise strictly alone - maybe . However , the lack of a decent place to stay (most of all , the blinding light , as I'll call it , and the " lead ") , certainly including the lack of any sitting chair and desk in that space to read & do homework at , would alone render it impossible , really . I admit , if it were too-morrow I wouldn't be ready to homework , etc. - and , I don't have decent enough clothes ! :( (Obviously , I'm not going to go tomorrow anyway , so...)

If you are just looking for answer because you can't decide I vote for Maryland as it's the only state on your list I've visited.

Community colleges most places are not free, but are relatively cheap FOR STATE RESIDENTS. If you go to a new place, you would likely have to establish residency which can take a year or more, before qualifying for the in-state tuition, and would have to pay out-of-state (nonresident) tuition until then.

There are many places in California besides San Francisco, and there are many community colleges in California. How important is it that you stay in S.F. as opposed to another city?

I would also second what another commenter said that having a roof over your head is a plus. You might be homeless again if you move.

I think Maine may have the lowest levels of air pollution among the locations you specifically mentioned. That could be a little friendlier to the COPD. I'm sure there are myriad other factors to consider, and I'm not officially suggesting it; Just a an observation.

As others have said, staying under a roof seems like the best choice.

...As far as the school thing goes , specifically getting into a uni FROM CC credits (I have laboriously gone through this at my " Crying When..." post , so go there .)...It rather seems that , as with specifically San Fran , ANY CC credits might be only accepted  at UC and CSF campuses , nowhere else - which I cannot go to :( , anyway (they don't like me) !
