It can mean that a person hears things that are too quiet for most to hear but it also means that people with hypersensitive hearing will experience a sound as louder than most people do and that sounds can easily be unpleasant or painful for such people. Just like a sudden very bright light can hurt your eyes, shrill or loud sounds hurt the ears but if the hearing is hypersensitive the sounds don't necessarily need to be particularly shrill or loud to hurt.

My hearing is in the normal hearing range and always has been but I would always get overstimulated by lot of noise and distracted by sounds. I still get overwhelmed from my children's fighting and whining and bickering but lot of parents feel that way.
