well im feeling confused are you fluorescent lights always flicker or just new tube or old ones flicker so i dont understand?

they all flicker.
newer ones flicker faster, so it is not as noticable (unless i'm tired), but they all do.

This fluorescent tubes the on in my room is not that bright some of them brighter even parking lights when i look it jumps alittle only when i move my eyes it does alot what jumping lights looks like

The fluorescent tubes themselves are not what cause the flickering (usually). It's the type of ballast that causes them to flicker. The older, magnetic ballasts tend to cause the tubes to flicker at around 120Hz (120 times per second). These ballasts also tend to hum. Many newer, electronic ballasts drive the bulb at about 10-20KHz (10,000+ times per second). This doesn't give the phosphors time to dim, so they don't flicker. This is why the bulbs in some fixtures flicker but not others. Also, a dying bulb may flicker regardless of ballast type.

As for other types of light bulbs, incandescent bulbs will generally not flicker visibly if driven off straight household AC. LED bulbs may or may not flicker, depending on the driver circuitry. In my experience, the LEDs that do flicker are even worse than fluorescents.

when i look at bright lights it vibrates just like jumping shaking its really annoying yeah i see flicker but how autistic see them? but i think i can see them
