I have a question, do you need to shape them into a ball? Can someone help me? I never had earplugs before. They are sticky & like play dough.

Those are swimming earplugs. They don't work great for noise reduction (in my experience).

Try the soft foam earplugs. You squeeze them, put them in your ear, and it takes the shape of your ear canal. Those are to use once or twice, usually, but you can use them more times if you want to. There are also silicone ones that are not like play dough, and those are more often re-useable.

I use these (Click! Howard Leight Super Leight Earplugs - 100 pair) ...
They get the job done in most cases, for me anyhow... I wear them more often than not or I will go a bit insane (apartment living)...

I couldn't live without earplugs! I use the Macks shown above. I wear pair about two weeks then replace them. Don't want an ear infection.

Glad to hear that you purchased some earplugs. If they are the wax type that I had suggested to you within your previous thread, pertaining to earplugs, then, yes, you roll them into a ball, then push them against the opening of the ear canal. I split them into two, as they are far too big for me to wear a whole one in one ear. They should only push slightly, into the canal as you push the material against the ear canal. They will literally, seal around the opening, and, virtually, little to NO noise will be heard. Let me know how it goes. I am pleased for you, as I know you had mentioned being disturbed by your neighbor, walking on wood floors.

Be careful when you take those out! It can be painful and damage your ear if you pull them out too quickly.

Sounds like you have the silicone ones—make sure you press them over the opening to your ear and let them sort of flow into your ear themselves; don't push them directly into your ear. They aren't supposed to go in deep.
