If you're getting changed and someone comes to the area, do they have to use the locker right next to yours? Suppose the locker room is relatively empty. I usually end up packing up and using a bathroom stall after that.

No, they do not have to use the locker next to yours. But many people like to use the same locker whenever they come if it is available. But people are allowed to use any locker in the room unless the facility has some lockers that are reserved for specific purposes or for specific people.

I don't like to crowd people. It to me is an unwritten social rule that if there is room you move rather than change right next to someone.

Example if I see someone changing, I go across instead of right next to.

Just another reason I hate going to the gym. It is hard to get space and privacy when changing in a locker room. I don't need a close up view of another woman's body and they don't need a close up view of my body.

Like HistoryGal, I don't like to crowd people and expect others not to unnecessarily crowd me, whatever I'm doing.

Yeah, I'm with liveandrew and HistoryGal. I want people to keep their distance and I want to keep distance myself particularly when doing something private like changing clothes, but even on the bus or elsewhere I choose seats as far from others as possible if applicable.

Why would anyone wanna be right in the face of a stranger, and most of all when doing something private/intimate.

I had to change next to people in PE because there was like 30 people in there at 1ce. I guess I got kind of used to it so I don't think it'll bother me. I NEVER took my underwear off thou.

Since I have worked in aquatics for over 20 years I am so used to locker rooms now, I walk around naked and just make myself at home no matter who is there. At first I was really kind of shy but now I just don't think about it really. I am respectful of other people in there but I just do what I need to do and not worry about who's there.

Similar situation with the men's room standing toilets. I thought of making an "out of order" sign to take with me to help steer others to the available facility in the opposite corner.
