Ever complained about noise and people made it worse?

I complained to the local government about the children they attracted outside shouting their head off, and thereafter they moved me to a place not only with similar children seemingly transplanted, not only with people banging their doors like I had before, but MULTIPLE people banging their car doors this time on the other side too... how hateful can people be? How am I supposed to retain my sanity at this rate? They knew specifically that I couldn't cope with an engine twenty meters away... so they moved me to engines two meters away. I can't cope with this!

In what part of the world is this "local government"?
